Well, I have installed cygyin on a Win98 and WinMe system and I think I
can direct you to a web site that might help with rectifying your Win2k
problem.
But first my own opinion based on your output:
The bash prompt you have seems to me to point toward a register
problem (cygwin user prompt looks something like richard@RICHARD'SNB ~
when set correctly for multi users)
Secondly, your 'tmp' permission error seems to confirm this.

I had to use cygwin for this class 6 months ago and I see that the
professor has the newest XFree86 integrated with the install procedures(
he has them for Win2k as well)
The course software (cd image ) will not be available for you but where
the pieces are located on the web is documented (for compatiblity with
your version)
