Well, I have a little more info.
Yes I have been using AllowMouseOpenFail.  Funny thing, I know that I
wasn't
using it early on, and I know the X server would still start...  Any
ways...

This setup will allow the keyboard to work when there is no mouse!!! 
But sadly
my backup plan to allow a mouse to be plugged in will not work.
Section "Pointer"
   Protocol        "auto"
   Device          "/dev/psaux"
   Resolution      100
   Buttons         3
EndSection

Drum roll please...
If instead of "auto" I use "PS/2", then the keyboard will not work
unless the
mouse is plugged in.  I guess I have the answer I need, but still
looking for the
answer I want.
