I dont have any file corresponding to X server 3.x on my system. As I
understand this file maps onto /usr/X11R6/bin/XF86_SVGA depending on the
driver.

How can I force this to be created?

You have it already, The one you use is determined by /etc/X11/X this is a
symlink which points to
either /usr/X11R6/bin/XFree86 (4.x.x) or to the 3.3.6 server which
corresponds to your card...
I would do it in a small shell program for different userids
