Look in your Display control panel in NT then click on advance, then display adapter or adapter. There should be something in there referring to Modes.. This will tell you the Horizontal rate. V-sync you want to keep low as possible but the Horizontal as high as possible.
Sorry, Microsoft doesn't display V-sync rates. I am currently not on a NT machine but on win 98 it used to be in the various /windows/inf/monitor*.inf making a search with DELL should get you close to home.
