Do you have gpm running? That controls the mouse in non-x mode. Try gpm -k
to kill it, then startx.

Run gpmconfig and change "Repeat_Type" to raw.

In /etc/X11/XF86Config-4 change mouse device from /dev/psaux to /dev/gpmdata.
