The numbers work, and a similar bookmark list for my country works great. I have added your location to the bookmark list, and that works through josm. I have also tried to download OpenStreetMap data and tracks for Tonghae, and I do get some limited data downloaded, so it seems to be working. Have you marked openstreetmap data and tracks to be downloaded? If you download the data as a new layer, then maybe that could be the cause of the problem you experience.
