It doesn't, but a new layer can cause new data to be hidden beneath previous data and thus not show up in josm. Sometimes new data is not presented in the josm GUI before I activate the particular layer in the Layer box. That box it at the top right of the josm GUI. You could see if reordering the layers could solve the problem. Also from what I have experience by using the Landsat WMS plugin, previous downloaded data could be hidden beneath before you activate the data again after a Landsat download. ... sometimes it just takes a certain amount of time to download data from a particular area. And from what I have experienced today, data over Korea, both north and south, just takes more time than what I would expect to be normal.
