The website is suggesting you do the second one here, what this does is make sure you have the latest changes before you do your updates. You can use josm's conflict resolution to look for these changes and fix them. I would guess that as you're the only person mapping Korea you may get away with ignoring that step (I have to admit I don't make a habit of it).
