There is no way to do that in Potlatch - Deelkar is right in suggesting you use the API or JOSM.

However, you can press L in Potlatch to get a display of your current latitude and longitude, so in isolated cases you might find that useful.

If you go through the hassle of creating a GPX file, why not use either the API directly, or maybe JOSM?

create an osm file like this

<?xml version="1.0" encoding="UTF-8"?>
<osm version="0.5" generator="my own stuff">
  <node id="-1" lat="12.345" lon="6.789" mode="create" />
</osm>

Make sure you put *negative* ids, or you will overwrite stuff on the server.
