Hrm. They show up in my gpx files. Take a look at the gpx file using wordpad or somesuch editor. Search for "wpt". E.g. I have this in a file downloaded from a Garmin using gpsbabel and it shows up in JOSM along with the associated trackpoints (not shown here):
