gpsman might be worth investigation. http://www.ncc.up.pt/~mig

It is painfully slow on large tracks, essentially unusable on slow 
machines,  but handles waypoints well. It can communicate directly with 
garmin units among other things. It is not integrated with josm, but it 
can nevertheless be useful.
