Sorry - I may have unintentionally misled with the word 'official' - I meant the official name in England and Wales rather than the official name in OSM! And I should perhaps have said open_access_land rather than just access_land to conform with the legal term. Of course, by definition, nothing is 'official' in OSM - and I would be the last person to claim that my interpretation was any more 'official' than the next person's!
I have taken the opportunity to make a minor edit to the wiki that you cite http://wiki.openstreetmap.org/wiki/UK_public_rights_of_way To clarify the facts and to suggest that OSM mapping of boundaries and access points would be helpful (at least to walkers) - though I have to admit that I am unsure where one would get the boundary information from a copyright-free source (the DEFRA web site maps seem to be OS copyright).
