I am attempting to tag a service road and a building so that the building will appear over the road. This particular set of objects includes a roof over a drive-in bank, and the service road to the remote teller access. I've tried road layer -1, building layer 1, and a combination of both, but both Mapnik and Osmarender render the road on top of the building. I've seen tunnels rendered under buildings, such as in downtown Seattle WA, but this is not a tunnel.
