This is a case where the renderers just aren't designed for this.
What really should be done, is tag it in the way that best describes
reality, and hope that the renderers will eventually draw it right.

I would suggest keeping the road at layer=0 (or whatever layer
surrounding roads are at) and the part of the building that goes over
it should be building=yes, layer=1, bridge=yes.  Because technically,
it does indeed form a bridge over the road.  Actually, if we really
want to tag as close to reality as possible, I would prefer something
other than building=yes, unless that part of the building actually has
occupiable space.  Maybe a new tag like shelter=yes, roof=yes, or
maybe building=shelter.  Intended uses for this feature is when there
is some kind of roof or shelter structure over something else, but
it's still open-air underneath, and there isn't really anything on top
but the roof itself.  Intended rendering would be just like
building=yes, but at 50% opacity, and drawn in order according to its
layer.  I suppose I really should draft a proposal for this.

Wow, now I have the sudden urge to map the various parking levels
individually in the garage at Port Columbus International Airport.
