You're not correct. But often polygons have been fused to other nodes and it is tricky to select them. Ctrl-middle-mouse-button in JOSM gives you access to a more detailed selection. If you need to do extensive changes, you may want to "unglue" the polygon from the underlying nodes; this operation duplicates the nodes which will have to be moved "manually".
