I see now that I can move the polygon simply by clicking part of its perimeter to select it, then clicking again and dragging. I often fall into the trap of mistakenly believing that an operation is conducted from within a polygon once it is selected. I am grateful for the information regarding the middle mouse button; so much is inherent in JOSM and I continue to learn and add to my knowledge through the mailing lists.
