Remember that quiz show Catchphrase presented by the Irish comedian who's er... catchphrase was "say what you see"? I think that's appropriate for tagging in OSM When looking at the picture you sent you should ask yourself 'what does that look like?' How many would say "Oh that's a ramp" compared with bridge/walkway etc? As it's elevated above the ground it should also have a bridge=* tag, of which I feel viaduct is the most accurate.
