One of those nebulous things is, I believe, whether any nodes were
changed.  Adding or changing street names amounts to simply changing
the tagging of a way, whereas adding a completely new feature (or
moving, or changing the shape of an existing feature) almost certainly
involves changing the position or even existence of some nodes.  In my
experience, changes to nodes will quickly come to the attention of the
tileserver, and rendered promptly.  If nodes are left untouched, on
the other hand, changes to way tagging can go unnoticed by the
tileserver for days.  I haven't yet determined whether changing the
tagging on a node will get the tileserver's attention, or if node
creation/deletion/moving is required.  For that matter, I don't know
if creating a way using entirely existing nodes will trigger a
rerender, though I doubt it; changes to relations probably don't
trigger an immediate rerender.

Also, the far-out zooms (0 through 10 I think) can go multiple weeks
between updates.  Zoom 11 tiles seem to update on a shorter
turnaround, but still not as fast as 12 and closer.  (Zoom 11 tiles
used to be as slow as 0 through 10, but that seemed to change shortly
after a not-entirely-informed complaint I made...)
