At the top of that page there is a link that says: See just your traces, or upload a trace. Click that link. Use the dialog boxes presented to upload your gpx trace, and provide a description and appropriate tags. Hit the upload button. In a little bit you'll see your uploaded trace information appear on the page. Click the edit button and you'll be taken to Potlatch. Enter Potlatch in Live or Save mode (your preference), but make sure you click the "Convert GPS track to ways" check box. Your GPX file will show up on the map as a locked way (red). You can modify the trace by cutting, labeling, moving nodes, or whatever you need to do. When you have the way setup as you like, unlock the way, and if in save mode, end your session to save the new way(s) to the database.
