I disagree with this. I think they should be accurately mapped where 
they actually are.

This is an example I corrected yesterday:

In many cases, as in this one, there is a pedestrian crossing but only 
on the southern traffic-lights.

When this junction was mapped with a single node at the intersection it 
was impossible to accurately position that crossing.
