Do you have an example of this?

I think this can be solved by logic. You'd know the country you're in 
therefore know what side of the road you drive. From that it can be 
worked out whether your travelling towards the junction; or away & 
therefore ignore the node.

But they are at the same position. The pedestrian crossing has control 
over the traffic lights to change them to red to allow users to cross.
Please don't assume traffic lights are purely for vehicular use.
