It was actually a case of a simple edit of osm.xml
I just needed some confidence.
Maperitive looks great, and I wish I had heard of it earlier,
but after the arduous installation of Mapnik I am can going to stick
with that.
So far it seems fantastic.

Have a look at Maperitive then adjust the rendering rules. Can you
select the streets? JOSM save to local database strip out the names,
save to local again then use Maperitive to render a rocal osm file.
Total control without messing up the central database. Just don't
upload the changes.
