what can we do to make the map of the US better?
for example right around zoom 3/4 some cities show and most don't

Is it a data issue? What do we need to tag things?

What's your goal?
This is just a rendering issue but if all you need is a state map like
that, there are easier datasets and tools you could work with than
OSM.
That is using OSM for this is a bit of overkill.
