If your need is a map that has states in different colors, either as a standalone map or as a tileset, then using OSM is like throwing a library at a problem where you only need a pamplet of information. If you need a simple map, you could use QGis to make it. If you need a slippymap, you could use Tilemill, and for something else, maybe use GeoCommons.
