Here is the location: http://www.openstreetmap.org/edit?lat=36.82709&lon=-107.990342&zoom=18
It's Aztec, NM, where NM 516 passes through town.

Though I don't know how similar your case is to this one. Could you show us the specific instance(s)?

Hello all,

I have a place where a trunk highway (divided but not limited access) goes through a large town where it becomes a four-lane street with a wide left-turn lane in the center (but not really a divided highway). My instinct is to tag it a primary road while in town (it is called Main Street in town). Is this correct?
