I would recommend marking it as trunk on the same principle I mentioned earlier. If it's trunk on both sides of the town, it makes more sense to have it as trunk within the town too unless there's a bypass (which there isn't in this case).
Also, just noticed a few other things, I hope you don't mind the criticism - * What happened to US 550? Is it getting redesignated to NM 516? What happens inside Colorado? * Good job on making it dual carriageway - make sure you delete the FIXME="dual carriageway" after you're done. * On NM 516, make sure the ref="NM 516" tag is consistent - I noticed a few ref=NM516 in there.
