This "newbies" discussion is mostly about editing map data, not about
running web services. Anyway, that aside:

Firstly I don't think SVN has any the latest code, it's all managed
using "git" now. As far as I know there's no good reason to use the
svn (if so, it should probably be taken down!). Secondly, you probably
don't even need to download OpenStreetMap's code at all. If you go to
http://switch2osm.org/ you should see a nice tutorial about using map
tiles from OpenStreetMap.
