On modern systems IRQ conflicts aren't supposed to be a problem.  You
might want to do some more googling and/or describing here before you
try to change IRQ settings on a notebook.

Of course, on the off chance that there is a problem with that make
sure that your BIOS is set to PNP-enabled-OS = Yes and other IRQ
related settings are set to Auto.  You should also set the "reset
configuration data" option.

Getting deeper into what I can only guess your trouble is, there are
some options in /etc/pcmcia/config.opts that have to do with what
resources get used by PCMCIA, but IIRC those settings only affect
PCMCIA and not Cardbus (Cardbus behaves like PCI while PCMCIA is more
like IDE, weird, huh?)
