You can't change the way cat, tac, etc display tab-widths, but there is a program called pr that will display tab widths in whatever width you want.
pr -e2 file | less Will display tabs as 2 characters. You need to pipe it through less because this isn't really what pr is for (you'll notice headers in the output)--it's for formatting arbitrary text files for printing.
