My smtp server may require auth to work correctly.
Is there way for me to debug this issue ?
If you're planning on using the EE, you will need a SMTP server fully working.

This is odd...I copied this module to "ext" directory in php install dir
and added php.ini line per other modules...yet I get error on apache
startup "unable to load dynamic library './ext/php_newpki.dll' - The
specified module could not be found". I have verified that name is
correct and it IS in ext directory. I could mangle name of other module
and apache croaks on php init for this renamed module...but it won't
pick up php_newpki.dll for some reason.

Unless my eyes are playing tricks on me...this dll is installed in this
directory.

You have to modify the value of extension_dir:
extension_dir = "C:\php\ext"

I downloaded php5 to test it with Windows, it won't work anyway, it complains about API version. You'll have to install php4 for the newpki php extension to work.

Religiously I thought...in section "Creating a Child CA" I am not seeing
menuitem enabled for "Create child CA".

All of my screens appear correct, all entities are linked, etc.

You must logon Child CA to see menuitem enabled for "Create child CA", here are the steps to setup the Child CA:

1) Create a another CA, you call it ChildCA
2) Logon ChildCA
3) Click on menu "CA/Create child CA"
4) Save the PKCS#10 Certificate Request as "ChildCA.req"
5) Start another NewPKI Client, and logon RootCA
6) Click on the down arrow button, on RootCA's toolbar
7) Click on "Import from file"
8) Select "ChildCA.req", then "OK"
9) Click on "OK"
10) Save the certificate as "ChildCA.p7b"
11) Back to ChildCA's Admin, click on menu "CA/Import child CA certificate"
12) Select "ChildCA.p7b", click on "OK"

Now your child CA is working.
