 Sef jugoslovenske diplomatije Goran Svilanovic izjavio je juce u Zenevi, na seminaru koji su organizovali Centar za demokratsku kontrolu oruzanih snaga (DCAF) i Kancelarija UN u Zenevi, da je utvrdivanje mehanizama civilne i parlamentarne kontrole nad bezbednosnim snagama proces koji je vec u toku, a koji ce biti "ubrzan i produbljen formiranjem organa nove drzavne zajednice Srbije i Crne Gore". Od kljucnog znacaja je da reforma oruzanih snaga "pre svega eliminise mogucnost zloupotrebe bezbednosnog sektora", a u toj reformi "vec je ucinjen niz pocetnih, ali bitnih koraka", rekao je Svilanovic navodeci kao primer da je zapocela takticko-formacijska reorganizacija jedinica VJ, da je mirnodopski sastav VJ smanjen na 77.000 ljudi, sa tendencijom daljeg smanjenja na racionalniji broj od 60-65.000, sto ce biti praceno povecanjem operativnosti i postepenom profesionalizacijom sastava VJ, kao i obnovom tehnicke i takticke opremljenosti jedinica po standardima Partnerstva za mir i Natoa. U 2001. godini zapocela je reforma sistema bezbenosti VJ na bazi Zakona o demokratskoj kontroli sluzbi bezbednosti SRJ, cime je prvi put uvedena sustinska, demokratska civilna kontrola sluzbi bezbednosti VJ za koju su zaduzeni Savezni parlament i njegov Odbor za bezbednost, kao i vlada SRJ preko Ministarstva za odbranu. Kontrola vojnog budzeta prebacena je iz Generalstaba VJ u Ministarstvo za odbranu. Na celu Ministarstva vec sada se nalazi civilno lice, a Ustavna povelja izricito utvrdjuje da ce ministar za odbranu biti civil. U toku je i formulisanje Strategije nacionalne bezbednosti, sto znaci da ce uloga VJ i drugih bezbednosnih struktura biti prilagodjena novim okolnostima i utvrdjenim ciljevima u oblasti spoljne politike i nacionalne bezbednosti, istakao je Svilanovic. Sprovodice se dalja profesionalizacija Vojske u skladu sa materijalnim mogucnostima, a znacajan korak vec je ucinjen skracenjem trajanja redovnog vojnog roka. Istovremeno, razradjuje se i vec se delom primenjuje mehanizam strogog civilnog kontrolisanja isporuka naoruzanja i vojne opreme, cime ce se definitivno eliminisati praksa iz ranijeg perioda koja je dovela do incidentne situacije u vezi sa isporukama Iraku, rekao je Svilanovic.

Predstavnici Saveznog ministarstva za odbranu i Medjunarodnog komiteta Crvenog krsta (MKCK) potpisali su 20. januara protokol o saradnji u primeni medjunarodnog humanitarnog i ratnog prava u Vojsci Jugoslavije i sistemu odbrane u 2003. godini. Nakon potpisivanja sporazuma sef kancelarije MKCK u Beogradu Petar Stokner istakao je da medjunarodna zajednica zeli, pre svega, da pomogne Vojsci Jugoslavije i olaksa joj prenosenje znanja u oblasti humanitarnog i ratnog prava. Pomocnik saveznog ministra za odbranu general-major Dobrosav Radovanovic je rekao da je Vojska prosle godine zapocela edukaciju svojih kadrova u oblasti humanitarnog prava, koju je MKCK pomogao stipendijama, a da u 2003. godini ocekuje da ta saradnja bude podignuta na jos visi nivo.

Nacelnik Generalstaba Vojske Jugoslavije general-pukovnik Branko Krga, sa saradnicima, prisustvovao je juce u Novom Sadu godisnjoj analizi borbene gotovosti Novosadskog korpusa za proslu godinu. Komanda Novosadskog korpusa, pod rukovodstvom general-majora Milomira Miladinovica, sagledala je dostignuca, rezultate i stecena iskustva u prosloj godini i definisala pravce svog angazovanja u narednom periodu. Jucerasnja planska i organizovana godisnja aktivnost pokazala je da je, i u otezanim uslovima i ogranicenjima, Komanda Korpusa uspela da odrzi potreban nivo borbene gotovosti kao garanciju za profesionalno i kvalitetno izvrsavanje zadataka u miru i odbrani suvereniteta i integriteta SRJ. General Krga je na kraju analize izrazio zadovoljstvo prezentovanim rezultatima o stanju borbene gotovosti, izvrsenju svih postavljenih zadataka i ocekivanje da ce i u ovoj godini Korpus nastaviti da uspesno izvrsava sve postavljene zadatke.

Generalstab Vojske Jugoslavije raspisao je konkurs za prijem kandidata u prvi i drugi razred Vojne gimnazije, u skolskoj godini 2003/2004 - na opsti i vazduhoplovni smer. Konkurs je otvoren do 20. februara 2003. godine, a kandidati detalje mogu dobiti u komandama vojnih odseka ili u Gimnaziji, u
ulici Petra Cajkovskog 2, u Beogradu. Sve troskove cetvorogodisnjeg skolovanja snosi Generalstab, a za vreme skolovanja ucenici stanuju u internatu u Beogradu. Skolovanje u Gimnaziji predstavlja "uvod" u dalje skolovanje na Vojnoj akademiji.

Pozarevacka policija, u saradnji sa pogranicnim jedinicama VJ, uhapsila je juce dvojicu svercera cigaretama i zaplenila 2.640 boksova cigareta. U akciji su uhapseni i po jedan rumunski i jugoslovenski drzavljanin za koje se sumnja da su organizovali sverc cigareta u SRJ.

Vojniku po ugovoru VJ iz Raske metalostrugaru Nerminu Rizvanovicu danas je u Skupstini grada Beograda urucena Zlatna plaketa za podvig - za dva zivota, u akciji "Vecernjih novosti" "Najplemenitiji podvig godine". Rizvanovic je u septembru prosle godine spasao zivot porucniku Slavisi Arsicu i vojniku Nenadu Milosevicu, kada im je pomogao da se izvuku iz jezera Gazivode. Zlato za kolektivni podvig u 2002. godini dobila je ekipa strucnjaka Vojske Jugoslavije i Instituta "Vinca", koja na jugu Srbije uklanja ostatke Nato bombi punjenih radioaktivnom municijom.

Pripadnici Vojne bolnice u Nisu danas obelezavaju 125 godina uspesnog postojanja i rada. Naredbom Vrhovne komande Srpske vojske, 22. januara 1878. godine, formirana je Velika niska bolnica za hiljadu bolesnika i ranjenika. U bolnici su radili sedam lekara, dva lekarska pomocnika, jedan apotekar, komandir bolnice i dva pisara. Za upravnika je postavljen pukovnik dr Vladan Djordjevic, a prvi pacijenti bili su vojnici iz srpsko-turskih ratova i stanovnistvo Nisa i okoline.

Uprava za moral Generalstaba Vojske Jugoslavije, povodom praznika Svetog Save - Dana duhovnosti, 24. januara 2003. godine priredice Svetosavski koncert u Velikoj sali Centralnog doma VJ u 18 casova. U programu ce ucestvovati horovi Umetnickog ansambla VJ "Stanislav Binicki", "Kir Stefan Srbin", hrama Svetog Vasilija Ostroskog u Beogradu, Deciji hor "Rastko" pri hramu Svetog Save u Beogradu i Zenska pevacka grupa "Zdravac". Nastupice i solisti duhovne muzike i recitatori. Program Svetosavskog koncerta...

"Raspored u stroju" naziv je knjige Vinka S. Markovskog koja je promovisana juce u Centralnom domu VJ.

Glumacko vece Gorice Popovic "Jadi od ljubavi" bice odrzano u Velikoj sali Centralnog doma VJ veceras u 20 casova. Cena ulaznice je 100 dinara.

Novi broj lista „Vojska", koji sutra izlazi iz stampe, donosi niz zanimljivih tema sirokog spektra. Kako je to broj koji prethodi Danu Novinsko-izdavackog centra „Vojska", u uvodniku i u jos dva teksta, govori se o toj kuci, njenim dometima i stremljenjima. Uz Dan Novinsko-izdavackog centra saznacete i kakva je „Moc pisane reci", ko su ovogodisnjici dobitnici tradicionalnih priznanja, ali i kako se vreme koje zivimo utisnulo na stranice tog nedeljnika u poslednjoj deceniji u kojoj je „Vojska" bila „Letopis nase stvarnosti". Akcija „Izbor sportiste VJ" u 2002. godini zavrsena je, a kakvi su rezultati saznacete iz teksta - "Akademcima dva zlata". Tema ovog broja je Partnerstvo za mir. "Vojska" pise i o tome sta se desava u Sektoru A na administrativnoj liniji prema Kosmetu i kako je protekla analiza rada Vojne akademije VJ u 2002. godini. Koja su to alternativna goriva buducnosti tema je koja zanima veliki broj citalaca, kao i analiza odnosa izmedju Ruske federacije i Natoa. O svojim vojnickim danima govori glumac Predrag Ejdus, dok su prostor fotoreportaze ispunili piloti nadzvucne avijacije. U veoma citanoj rubrici koja pokriva tehnicka dostignuca vojne industrije bice objavljeni tekstovi o AMH, osnovnom borbenom tenku - olifant i avionu Antonov An-2, koji je vec vise od pola veka u upotrebi. Kulturna rubrika donosi tekst o beogradskom krugu autorskog filma, promociji zanimljive knjige o tularemiji - vojnickoj bolesti i feljton - poslednji nastavak teme o pontonirima Srpske vojske u oslobodilackim ratovima. Tekst „Vrelo mudrosti" govori o tri najveca dela svetog Save.

 Yugoslav Foreign Minister Goran Svilanovic, stated yesterday at the seminar organised by the Centre for the Democratic Control of Armed Forces (DCAF) and the UN Offices in Geneva, that determining the mechanism of civilian and parliamentary control of the security forces was an ongoing process, which was going to be "sped up and deepened by forming new institutions of the state community of Serbia and Montenegro". It is of vital importance that the reform of the armed forces "should first of all eliminate the possibility of abuse of security sectors". In this reform, "many beginner's but essential steps have been taken", said Svilanovic stating as the example that the tactical and formation reorganisation of the YA units had begun, that the YA peace units had been reduced to 77,000 people, with the tendency of further decrease to 60-65,000 men, which would be followed by the increase of operative and gradual professionalization of the YA units, as well as the regeneration of the technical and tactical equipping of the units in accordance with Partnership for Peace and NATO standards. In 2001 the reform on the YA security system based on the Law of democratic control of Yugoslav Security services has begun, which first introduced the essential, democratic, civilian control of the YA security services that are in charge of the Yugoslav Parliament and its Security Board, as well as the Yugoslav Government through the Defence Ministry. Control of the military budget has been transferred from the YA General Staff to the Defence Ministry jurisdiction. The Head of the Ministry is already a civilian subject, and the Constitutional Charter explicitly determines that the Defence Minister should be a civilian. The formulation of the Strategy of the National Security is being made, which means that the role of the YA and other security structures will be adjusted to the new circumstances and fixed objectives in the area of foreign policy and national security, stressed Svilanovic. Further professionalization of the Army will be conducted in accordance with financial capabilities, and a very important step has already been made by reducing the length of the regular military service. At the same time, the mechanism of strict civilian control of arms and military equipment export is being developed and partly applied, which will definitely do away with the earlier practice that led to the incident regarding the arms delivery to Iraq, said Svilanovic.

Members of the Yugoslav Defence Ministry and International Red Cross Committee (IRCC) signed on January 20th the protocol on cooperation in the implementation of the international humanitarian and war rights in the Yugoslav Army and defence system in 2003. After signing the agreement, the Head of the IRCC office in Belgrade Petar Stokner stressed that the international community wanted, first of all, to help the Yugoslav Army and alleviate the transfer of knowledge in the field of humanitarian and war rights. Assistant to the Federal Defence Minster Major General Dobrosav Radovanovic said that the Army started educating its staff last year in the field of the humanitarian law, that the IRCC encouraged them with scholarships, and that in the year 2003 it was expected that the cooperation would be raised to an even higher level.

Yugoslav Army's Chief of Staff General Branko Krga, with his aides, attended in Novi Sad the Novi Sad annual analysis of combat readiness for the year 2002. The Novi Sad Corps Command, under the leadership of Major General Milomir Miladinovic, inspected the achievements, result and gained experiences over the last year and defined the direction of its engagement over the next period. Yesterday's planned and organised annual activity showed that, even in aggravated and restricted conditions, the Corps Command succeeded in keeping the necessary level of combat readiness as a guarantee for a professional and quality task conducting in peace and in defence of sovereignty and integrity of the FR Yugoslavia. General Krga expressed contentment at the end of analysis with the presented results on the combat readiness, conducting of all the set tasks, and expectation that in the new year the Corps would continue successfully conducting all the set tasks.

The Yugoslav Army General Staff opened competition for the admission of candidates in the first and second year of the Military Secondary School, in the school year 2003/04. The candidates can receive all the details in the conscription centre commands or in the School itself, Petra Cajkovskog 2, Belgrade. All the expenses for a four-year studying programme are paid by the General Staff.

A police unit from Pozarevac, in cooperation with the YA Border units, arrested yesterday two cigarette smugglers yesterday and confiscated 2,640 boxes of cigarettes. In this operation, one Romanian and one Yugoslav citizen were arrested under the suspicion of having already organised the smuggling of cigarettes into the FR Yugoslavia.

The YA Contract soldier from Raska, a metalworker Nermin Rizvanovic has been given today in the Belgrade City Hall the Golden Achievement Award - for saving two lives in the "Vecernje Novosti Daily" campaign "The Noblest Achievement of the Year". In September last year Rizvanovic saved the lives of Lieutenant Slavisa Arsic and soldier Nenad Milosevic, when he helped them get out of the Gazivoda pond. The golden award for a collective achievement in 2002 was given to the YA team of experts and the "Vinca" Institute, who are presently in southern Serbia clearing the remains of the radioactive NATO bombs.

Members of the Military hospital in Nis are celebrating today 125th anniversary of their successful work. By the decree of the Serbian Army's Supreme Command, January 22nd 1878, the Great Nis Hospital was established with the capacity of one thousand patients. Seven doctors, two assistants, and one chemist, commander of the hospital and two scribes worked in the hospital at the time. Dr Colonel Vladan Djordjevic was appointed manager of the hospital, and the first patients were soldiers from Serbo-Turkish wars and the population of Nis and its neighbouring area.

The YA General Staff Moral department, following the Day of Spirituality - St Sava's holiday, will be presenting on January 24th the St Sava's concert in the Main Hall of the YA Central Club at 6 p.m. The programme features participation by the choirs from the YA Artistic Ensemble "Stanislav Binicki", "Kir Stefan Srbin", St Vasilije Ostroski church in Belgrade, Children's choir "Rastko" from St Sava's Church in Belgrade and Women's singing society "Zdravac". The programme also features the solo performances of spiritual music recitations.

"Arrangement in Formation" by Vinko S. Markovski, is the title of the book presented yesterday in the YA Central Club.

An evening with actress Gorica Popovic entitled "Woes of Love" will be held in the main hall of the YA Central Club tonight at 8 p.m. The entrance fee is 100 dinars.

The latest "Vojska" weekly issue features huge variety of interesting topics. Since this is the last issue preceding the Day of the News and Information Centre "Vojska", the leading article and two more articles are written on the centre, its achievements and aspirations.
