| Motorola to Provide Republic of Serbia with $21 Million Integrated Identification System |

2003 - Motorola, Inc. (NYSE: MOT), Commercial Government and Industrial
Solutions Sector (CGISS) announced today that, along with Vlatacom Ltd.
it's distributor to Serbia, it has begun the deployment of a nationwide
integrated identification system for the Republic of Serbia. Under a
contract valued at $21 million, the system will include Motorola's
Automated Fingerprint Identification System (AFIS), facial and photo
imaging and livescan fingerprint and palmprint scanning technologies. The
system, which will be used for criminal and civil identification purposes,
is part of Motorola's extensive portfolio of integrated communications and
information solutions to address mission-critical safety and security
requirements worldwide. "This system will enable us to quickly and accurately identify subjects electronically," said Dusan Mihajlovic, Minister of Internal Affairs of the Republic of Serbia. "The new identification technology from Motorola will save the Republic of Serbia valuable time and resources while enhancing the public safety environment and providing better service for the citizens of Serbia." All identification (ID) applications will contain a fingerprint and facial image of the applicants, which will be logged electronically in the system's database for record and document generation and identity verification. The integrated identification system includes civil and criminal subsystems and will utilize Motorola's OmnitrakTM AFIS/Palmprint Identification Technology and facial matching technology from Identix, Inc. Omnitrak is Motorola's comprehensive digital fingerprint, palmprint and facial image identification system that features exceptional matching accuracy as well as continuous automated operation. The solution will include a fingerprint database that will encompass 1.5 million criminal records and 10 million civil records. With a population of more than 10.5 million residents and a jurisdiction encompassing more than 88,000 square miles, the Republic of Serbia needed a solution that would be able to meet the needs of its large population. As part of this system, Motorola will provide Serbia with 1,200 biometric and data acquisition peripherals that will capture data to be stored in a central database and provide real-time identification and processing capabilities. Motorola's real-time ID provides connectivity between remote workstations, livescan units and the central AFIS and FIIS database, providing a hit/no-hit response almost instantly. Motorola's LiveScan Station 3000TM (LSS 3000TM) is one of the only livescan products on the market today that offers a completely integrated booking solution with the benefit of having mugshot, palm and tenprint (fingerprint) capture capabilities, all within a single standalone unit.
