Dear Madam,
Dear Sir,

The political process in Kosovo has entered a decisive period. Ambassador Kai Eide has submitted to the UN Secretary General his comprehensive assessment on the implementation of the Standards for Kosovo. He has recommend for talks on the future status of Kosovo to commence. On 24 October 2005 the UN Security Council wil assess this recommendation and a Special Envoy for Status Talks is expected to be appointed. The Assembly of Kosovo has endorsed a multi-party negotiating team for the status talks, as nominated by Kosovo President Rugova.

The 19th edition of the Newsletter of the Assembly Support Initiative (in attachment) gives you an insight in some recent developments in Kosovo during the last two months. This edition is a thematic issue on one of the key tasks of a democratic parliament: oversight of the functioning of government and implementation of legislation. It includes an extensive interview with chairpersons of Assembly Committees and expert views by Kosovo officials and partner organizations of the Assembly Support Initiative (ASI).

The 19th edition of the ASI Newsletter has been published in English, Albanian, Serbian and Turkish languages, and is accessable via the web-link:
