Deadlines for settling Kosovo problem-out of
place-Russia

The diplomat believes it basically important that the
Trio received assurances of the Kosovo leadership that
“it will hold under control the situation in the
province and will bar violence and extremist actions”.
MOSCOW - There should not be any deadlines in the
process of settling the situation around Kosovo, said
on Thursday Russian representative at the Kosovo
Contact Group and at the Trio of international
mediators (Russia, the US and the EU) as well as
Russian Ambassador at Large Alexander
Botsan-Kharchenko.
“The UN secretary-general set the deadline for
submitting a report of the Trio, but not for
completion of the negotiation process,” the diplomat
emphasised in an interview with the Vremya Novostei
newspaper.
In the ambassador’s opinion, to hammer out a draft of
a new resolution on Kosovo “is possible only when we
are able to reach a compromise between the sides by
December 10 and record in the report that a solution
is found”.
“We witness so far preservation of diametrically
opposite stands of the sides, which are incredibly
difficult to bring closer,” Botsan-Kharchenko said.
“If there is no compromise, it is useless to work out
a draft: the Security Council can adopt a resolution
only on the basis of a negotiated decision.”
The diplomat believes it basically important that the
Trio received assurances of the Kosovo leadership that
“it will hold under control the situation in the
province and will bar violence and extremist actions”.
“We received assurances that a favourable atmosphere
would be created for the negotiation process,”
Botsan-Kharchenko continued.
“The aim of the Trio is to launch a direct dialogue
between Belgrade and Pristina,” the diplomat
emphasised. “But this will take place when ideas,
capable of making it fruitful, appear, and we actively
prodded the sides for submitting fresh ideas.”
“A direct dialogue should be substantive rather than
illusory. Otherwise it will only whip up the situation
and will not stimulate confidence between the sides,”
the ambassador went on to say. “This is extremely
important, since the present level of confidence is
very low.”
