The Banja Luka paper Fokus has published a copy of an alleged agreement between Radovan Karadzic and Richard Holbrooke in which the US government undertook certain obligations in exchange for Karadzic's withdrawal from political and public life >From our permanent correspondent Banja Luka, March 21 – If the copy of the agreement published today by Banja Luka daily Fokus is authentic, then there is no dilemma: Dr. Radovan Karadzic and the special envoy of the US president for the Balkans Richard Holbrooke signed a document according to which the former Republika Srpska president withdraws from political and public life, while the US guarantees that he will not be arrested and extradited to the Hague tribunal. In the agreement - signed on May 5, 1996 at 03,30 hours - the obligations of both parties are described in detail. Radovan Karadzic, who has already been indicted for war crimes by the Hague tribunal, agrees "to resign from all state and party functions" and this "decision goes into effect within a period of 90 days, which has been requested for agreeing on essential details with the rest of the leadership". The decision to resign "must be irreversible", and Karadzic undertakes "to influence certain factors in the party to facilitate the resignation and change in hierarchy". Karadzic undertakes that "from the moment of his resignation he will not make party or state decisions, nor influence others in making them, if they concern the following issues: war operations on BiH territory; dislocation of the civilian population; international agreements - military, economic, security, regional integration; appointment of state, party, regional, local administrations - officials; dislocation of financial means". The former Republika Srpska president undertakes "to withdraw from public life", which "includes not giving interviews, statements (in person or through an intermediary), not publishing publications dealing with political or social issues". This part of the agreement - called Obligations - also contains the following provision: "R. K. will move to the location as agreed orally" and that "he will not leave the part of BiH territory which in the documents of the Serb side is designated the Republika Srpska, or the territory of the Federal Republic of Yugoslavia". In a part of the agreement entitled as Obligations II, paragraph 1, it says that "the USA government undertakes that it will not influence, directly or indirectly, the leadership of the SDS [Serbian Democratic Party] in the sense of discontinuing this party, nor in the sense of limiting its autonomy". Another paragraph says the following: "The USA government places at R. K.'s disposal the sum of 600.000 dollars in local currency. This sum is intended for the maintenance of R. K.'s present manner of life and ongoing expenses for a period of six years." A third paragraph contains this provision: "The USA government places at R. K.'s disposal a residential building in a location previously agreed upon orally." The fourth paragraph says: "The USA government places at R. K.'s disposal a security team of not less than six people", while a fifth states: "The USA government is responsible for informing R. K. of every possible risk to his personal safety." The last part of the agreement is comprised of the Common Provisions. There it is stated that "this agreement is permanent", as well as that "failure to honor his agreement by R. K. will be treated as 'serious violation of an informal agreement', in the sense of section 3.25 of the Internal Regulations, and will be sanctioned immediately". This means that if Karadzic violates the agreement, he will immediately be arrested. At the end is the provision that "this agreement can be terminated consensually or upon the initiative of the USA government". Beneath this sentence are the signatures of Radovan Karadzic and Richard Holbrooke. The existence of this agreement has been mentioned earlier by former Republika Srpska foreign minister Dr. Aleksa Buha, former Srpska premier Gojko Klickovic and Vlado Nadazdin, at that time the chief of cabinet of foreign minister Milan Milutinovic.
