5. Lastly, I am curious how the openness in open gov and loose creativity
in civic tech can mix it up more with the serious world of emergency
preparedness, disaster response, and community recovery. In my neighbors
online work, the already e-social neighborhoods are far better positioned
to communicate than those that have to get connected after disaster hits.
(Officialdom loathes the potential liability to people talking two-way on
their gov systems so they stick with one to many and have a hard time
engaging in many to many spaces.) I'll bring that up here:
