*Agenda*



I.                    *Open Government Partnership update*: Alonso Cerdan,
the U.S. liaison for the OGP, and Joe Foti, the director of the OGP’s
Independent Reporting Mechanism (IRM), shared an update on OGP stats (for a
quick look, see the attached jpg titled “April handout – Mex”) including
countries’ National Action Plan successes and statistics across countries
as learned through the IRM process. See also the attached pdf titled “OGP
ppt May 2015”.

Joe also explained the new starred commitments system where National Action
Plan (NAP) commitments that are particularly noteworthy are called out. To
achieve this standard, a commitment must be specific and measurable,
relevant to open government, have a high potential impact, and the country
must be able to make significant progress (or complete it) by the end of
the NAP period. These are great tips to keep in mind as we consider
possible new commitments for the U.S. NAP 3.0!

They also thanked all of you who participated in the IRM survey for the
U.S. NAP 2.0 and said the final report should be available in July. That
IRM report will include an assessment of which commitments in our NAP 2.0
are considered starred commitments. And because we’re only halfway through
implementation, we still have time to step up our work so that additional
commitments may be considered starred.

II.                  *Open Data*: Hyon Kim and Rebecca Williams from
data.gov shared progress being made to implement the Open Data Policy. They
shared that because data sets are harvested daily, sometimes the numbers
fluctuate so for the most up-to-date statistic be sure to check data.gov.
They also discussed a change in practice where agencies now provide full
listings of all datasets, including those that may be nonpublic (Enterprise
Data Inventories).

The data.gov team is also working on ways to improve engagement (see the
attached pdf “May 13 open gov group”) and arranging visits to agencies to
meet with their data teams to discuss priorities and challenges.

III.                *Open Government Awards*: Thanks for the great
suggestions provided along the theme, “Improving Public Services through
Open Government.” If you have additional ideas for the award entry
<https://www.opengovawards.org/>, please send to me ASAP so we can consider
them. The submission deadline is June 15. The entry must meet one or more
of these baseline criteria:

·         Citizens have better access to information on the public services
to which they are entitled, and/or information on the performance of public
service providers;

·         Governments are better at asking for and responding to feedback
or complaints by citizens on the quality of public services;

·         Citizens have ways to actively participate in the design and
delivery of public services; and/or

·         Citizens have mechanisms to monitor and oversee public works and
services.

IV.                *National Action Plan 3.0*: Development of the next NAP
formally launched during Sunshine Week – please start thinking about
possible commitments to suggest. We will share more information very soon
on how best to get those ideas to us!

V.                  *Participate in open policymaking efforts*:

·         DATA Act implementation: contribute ideas

·         Federal IT Acquisition: suggest edits and content changes

I.                    *Open Government Partnership update*: Coming off the
April Steering Committee meeting, the OGP Support Unit will share an update
of the work being done in the 3.5 years since the launch of OGP.

II.                  *Open Data*: The team from data.gov will discuss the
progress that being made in open data efforts across the government and
some new initiatives both in the U.S. and abroad.

III.                *Open Government Awards*: The submission deadline is
fast approaching – bring your ideas for the U.S. submission along the theme
“Improving Public Services through Open Government.”

IV.                *National Action Plan 3.0*: Development of the next NAP
formally launched during Sunshine Week – join us to brainstorm ideas for
both the development process and the substance of the plan.



You can access the Jefferson Room by using the National Archives entrance
at 7th and Constitution Avenue, which opens at 9:45 a.m. While the room
set-up is unfortunately not ideal for calling in, if you would like to join
by phone please let me know and I will share the call-in information.
