What global, national, even larger territory states have systematized
remote participation in consultative events?

Any how-to, why-to, articles or resources out there?

Clearly WSIS goes further than a live web stream and a Twitter back channel
for second class participants. The tech to ensure that remote participants
are not just unheard observers interests me.
