also, forgot to top post:  the top-level ganesha CMake -is- the relevant one;  
The way the process still works in this case is that Ganesha's cmake step finds 
the subordinate src/libntirpc CMakeList.txt just as it would any other, when 
Ganesha builds libntirpc.so.

Dan's change a week ago cleaned up the standalone cmake build for libntirpc.so. 
 IIRC, the linker flags editing should be done in 
src/libntirpc/src/CMakeLists.txt, so those should propagate to both internal 
and external builds.
