You could do this by adding something like the following to the code 
which generates the RRD graphs...

VDEF:in_bits_per=in_bits,95,PERCENT
VDEF:out_bits_per=out_bits,95,PERCENT
GPRINT:in_bits_per:95\%\%\%8.2lf \%SBits/s
GPRINT:out_bits_per:95\%\%\%8.2lf \%SBits/s

that gives you a number written on the graph which is the 95 percentile 
calculation on the time scale of the graph.
