For example Windows Live Writer (and other offline tools) support an XML-RPC based protocol known as MetaWeblog API which allows for creating/editing posts, fetching existing posts, and also uploading files or media objects. That should be fairly easy to implement in Plone and then configuring a Plone site to support live writer just requires adding a few xml files.

Implementing the MetaWeblog API is exactly the purpose of the Quills add-on 'remoteblogging':
