The problem is that Oxfam uses Lotus Notes for internal email, and Notes doesn't recognise the precedence header. It isn't something that an ordinary user can reconfigure. I think we've got Oxfam GB's Notes servers configured to not do this any more, but Carlos probably has to talk to his own Notes administrators.
