I'd probably be loathe to measure JIRA perf based on the time to load the
activity stream in the project dashboard page; AFAICT that must be either a
tremendously complex query or else a very poorly-written one :)  IIRC the
activity stream has always performed pretty miserably on just about all
JIRA instances I've ever dealt with (where there was a sizable number of
issues, etc. as there is in NH).

I'd bet that the large variability in page loads that you are seeing (i.e.,
5-10s at one pt. and 70s at another) is probably due to the fact that this
is almost certainly *shared* hosting on Atlassian's hardware infrastructure
(so perf will probably vary based on concurrent load/activity from other
JIRA instances on the same hardware).

FWIW, NH used to host its own JIRA instance but moved to hosting by
Atlassian (6+ mos ago or so?) so that the onus on keeping it up and running
wouldn't fall to some NH team member.  Atlassian has been kind enough to
offer its hosting (of JIRA) for free to our project.  While its not
impossible to move JIRA elsewhere in the event that we determine we are
experiencing too many perf issues, any alternate hosting ideas would of
course have to take into account both support (maintenance, support,
backups, etc.) and the issue of cost for hosting it elsewhere.
