Congrats.  The 250 is a great bike to get one started riding again.  It's what
I got back to riding on.
taillight - simplest things first. Check the bulb filament and contact point
on the bottom.  Go from there.
Oily plugs: how many miles; what color is the oil; how does it smell; is there
oil leaking out of the engine and if so where.
Does is start easily or is it difficult to start?   I changed the oil in my 250
every 1500  miles before I learned about Amsoil.  Now, I change it about every
6,000 to 8,000 miles.  I don't give it a chance to turn black, and it turned
dark much faster with conventional petroleum oil.
I used it as a daily driver.  Mine has 15,000  miles on it and no problems:
changed the chain and sprockets once, tires twice.  Since it is not a really
fast and powerful bike, I did not put the best tires on it, but also was
strapped for money.  I used Kendas twice and they are pretty good taking
corners hard.   You know, like, scraping the pegs on trhe ground?
But not on gravel or dirt with those tires...
I had it all of those 15,000 miles except the first 815.
