I'll spare answering the first question and tell you that only one filament
should be lit. the other comes on with the brake. If both are it's because the
brake switch (one of them) is stuck on. Find it, fix it.

ok.im maybe being dumb but....i bought a replacement bulb which has
two filaments.both light up.first off,do i
need a special bulb for the bike? i just bought something standard
from walmart. 2nd,if this is the right bulb, would the fact that both
filaments light mean it is stuck on? my front brake lever is broken so
im wondering if that has something to do with it.the foot brake does
not do anything for the light at this point.the contacts and wiring
appear ok.

any more ideas?

neither work, the fault would be in the last bit of wiring to the light. Look at
the light again, they don't have to look like flashbulbs to be bad. Check
for open filament.
