I fixed it!!!
Many thanks to everyone's suggestions, but mostly to Dennis as it was his
suggestion that sent me in the right direction. I got a buddy at my old job
to print out the wiring diagram on the plotters at 36" x 48" so I could *SEE
* it. I knew the problem had to involve both the starter and the tachometer,
so i stared at the diagram for 30 minutes and figured it out. The two had
the Black wire in common. I traced the black wire and figured out the
problem was a fuse. The fuse wasn't blown, it was just old and falling apart
in pieces. Full write-up on my blog ofcourse ;)
