A bulge is a defect. Defect in manufacturing or damage from road hazard. Since I'm no fan of dumb-lumps, I won't comment on the integrity of the company. Most long-time riders have preferences in tires, I'm no different. If it were me. I wouldn't replace it with another of those. I've been more than satisfied with Avon tyres (Brit spelling) and I always try to get the British made ones (also made in Japan) IMHO, the best in bias ply rubber for those bikes. I've seen too many dumb-lumps with stepping, uneven wear and poor tracking. In our shop we call them black, round, holds air... Good luck trying for any satisfaction.
