I'm thinkin' there's some special paint coat underneath the clear. Seems I read that somewhere. Your guy probly used heavy-duty aircraft stripper to get to bare metal, then cutting compounds, jeweler's rouge and high-powered buffing wheels to get to high-shine.
It's a time-consuming, multi-step process requiring progressively finer "cuts" and it's a bit of an art.
