Ask the seller how often it's been ridden and when the last time it
was on the road.  Look for signs of leaking fork seals, ask if and
when they've been replaced.  Inspect the brake calipers.  Make sure
they move smoothly and that the brake pads aren't bound up on the
rotors. Ask if they've been rebuilt.  Check for pitting or scratches
on the rotors.  That can be an indication of worn brake pads. Squeeze
the brake lever and try and move the bike.  Does the front wheel
move?  Is there excessive dive in the forks?  I'm not sure whether the
rear brakes on that year are disk or drum.  If they're drum, then
there should be a rod below the drum to allow for adjustment.  On that
rod is a nut and the amount of rod sticking out past the nut tells you
whether it needs rear brakes. If you've got 2-3 inches of rod past the
nut, then plan on rear brakes. Put it on the center stand and lift the
front tire off the ground.  Move the handle bars back and forth
slowly.  If it feels like there's a detent in the middle, or if you
move them slightly off center and they snap back to center and stay
there on their own, it'll need steering head bearings.

I just finished putting a bunch of money into my bike (an 84 650).  I
totally rebuilt the front end and learned what to look for from my
buddy who helped me.
