Not familiar with that particular model, but mechanical speedo gear assemblies work pretty much the same way on all Hondas.
There should be an external stop molded into the housing of the gear. It should protrude enough from the housing to match up with a similar stop protruding from the lower fork housing. The speedo gear stop should be placed (during assembly) to ride behind the fork stop. This keeps the speedo housing from moving forward during forward rotation of the wheel. Internally, there should be a large flat washer-type fitting with 4 tabs on it. Two of the tabs should be bent inward to match up with notches machined into the wheel hub. The other two should be bent outward to match up with notches in the nylon gear built into the speedo gear hub.
